David Miller is a transportation specialist for the Federal Motor Carrier Safety Administration, an operating administration of the U.S. Department of Transportation.

The Federal Motor Carrier Safety Administration traces its roots to the Motor Carrier Act of 1935 to regulate the safety of the operations of interstate motor carriers, such as truck and bus operators, and the economic health of the motor carrier industry. The Federal Motor Carrier Safety Administration began operations on January 1, 2000, after having been the Bureau of Motor Carriers in the Interstate Commerce Commission from 1935 through 1995; the Bureau of Motor Carrier Safety, Office of Motor Carriers, and Office of Motor Carrier and Highway Safety within the Federal Highway Administration from 1967 through 1999; and the independent Office of Motor Carrier Safety under the Secretary of Transportation from October through December 1999.

Dave's job is to manage various rulemaking and policy projects that improve motor carrier safety and economics advocating agency positions with the public. Dave began his career as a motor carrier safety investigator with the Federal Highway Administration's Office of Motor Carrier Safety in Atlanta, Georgia and Pierre, South Dakota. Dave has worked on the following rulemaking projects since transferring to Washington, D.C. in 1991: hours of service of drivers; alcohol and controlled substances testing; transportation of household goods' consumer protections; National Environmental Policy Act implementation; entrance requirements for Mexico-domiciled motor carriers under the North American Free Trade Agreement; domestic new entrant requirements; uniform carrier registration; motor carrier financial responsibility; rules of practice and other administrative procedures; safety fitness; commercial driver's license improvements; transportation of migrant workers; crash reporting; driver qualifications, including driver medical qualifications; and regional and local emergency relief.

Before joining the Federal Highway Administration, Dave worked for Red Owl Stores' Country Stores division in Edina, St. Louis Park, and downtown Minneapolis. Dave also did volunteer work for the Minnesota Department of Natural Resources and the Minnesota Pollution Control Agency. Dave has an undergraduate degree in geography from the University of Minnesota at Minneapolis. Dave is originally from Richfield, Minnesota.
